Co-Executive Director, Development & Operations
With more than 20 years of community development and natural resource management experience working for the US Peace Corps, the US Forest Service, and the US Agency for International Development, Oscar has worked alongside communities across the Americas to strengthen watershed health, climate resilience, and youth leadership. He is energized by his work in building partnerships, bridging financial and technical resources with local priorities, and creating systems that allow impact to endure.
A native Tucsonan, Oscar holds advanced degrees in public administration and Latin American studies. He first connected with Watershed Management Group as a graduate student at the University of Arizona and later as a volunteer and participant in rainwater and greywater harvesting programs. He enjoys tennis, pickleball, and traveling to new places with his family.
